You were right. I had my lines backwards. I went out today and swapped them around. It's working excatly how it should be now. Lever all the way depressed it opens the pressure relief and doesn't bog down the tractor anymore. Thanks for all the help again! My stupid mistake on my part.

No need to swap them. Just move your PTO lever to reverse the flow.
